A fireproof safe is fine for paper but it is still not 100% safe.  There are media safes that are better than a standard fireproof safe and they typically cost twice as much.

The reason is a fireproof safe is designed so that paper will not catch fire for say 30-60 minutes.  However you could have enough heat to melt tapes, CDs, USB sticks and external hard drives even if the paper does not catch fire.
You are better off going offsite unless you have circumstances that absolutely prohibit them.  Like I said there are safes specifically designed for media but they are the exception not the rule.</description>
